Ireland’s Competitiveness Challenge 2023 identifies the key competitiveness and productivity challenges facing the Irish economy and makes recommendations to Government on how to address them.
The Competitiveness Challenge 2023 report identifies four broad medium and long-term strategic challenges and outlines 19 tangible, actionable policy recommendations to the government aimed at enhancing Ireland’s competitiveness and productivity performance. The NCPC believe these recommendations will build towards a sustainable and inclusive economy, underpinned by cost competitiveness, improved delivery of infrastructure, a sustainable energy environment, and stronger productivity growth through research, development, and innovation.
The report makes 19 targeted and actionable recommendations to Government across four broad medium- and long-term strategic challenges, that are aimed at enhancing Ireland’s competitiveness and productivity performance.

The four key challenges identified are to:
- reduce the cost of doing business in Ireland
- significantly improve the planning, development and delivery of infrastructure
- accelerate progress on the usage and generation of energy in line with our climate targets
- enable stronger productivity growth through research, development, and innovation
